Objective
To protect public health through control over medicines, health products, cosmetics, veterinary products, chemical products and advertisements of the sale of medicines and medical services in accordance of enforced law and regulations.
Main Activities
Licensing
Licensing involves the issuing of poison licenses A, B, E and Sodium Hydroxide permit.
Inspection
Inspection on premises dealing with poisons and controlled chemicals are carried out by Drug Enforcement Officers. Inspections are done to ensure that all license holders abide by the Malaysian laws on Poison Act 1952 and Sale of Drug Act 1952. Inspection is carried out on all registered premises including clinics and private hospitals to ensure that all poisons are handled, transacted and labeled properly for the safety of the public. It is also to ensure that the medicines containing poisons are only to be supplied by doctors and pharmacists. Besides that, inspection on unlicensed premises, premises selling traditional medicine, grocery store, stall, night markets, direct sales premises, beauty salons and other related premises are also carried out. This is to ensure that there is no illegal handling or distribution of scheduled poisons in unlicensed premises. Apart from that, this unit also coordinate audit on controlled substance and controlled medicines.
Entry Point Inspection
Inspection of the importation of medicines, cosmetics and chemicals carried out in the main entrance. Screening is carried out not only through the importation of cargo but also the importation by mail, courier and passenger baggage.
Consumer Protection
The Consumer Protection Unit is responsible to educate the public regarding the safe use of medication and the need of responsible advertisement in relating to food and pharmaceutical products. Information regarding the risk of using counterfeit medicines, unregistered drugs (including traditional medication) and un-notified cosmetics are also being provided. All these information are being conveyed through dialogues and exhibitions as well as giving talks to government bodies, private sectors, non-government organizations and schools, seller and license/permit holder. Other activities include the distribution of pamphlet that contains information regarding the use of medicine and handling of complaints.
Advertisement Monitoring
In line with developments in technology, people can now receive information through various mass media sources. Advertising and selling unregistered medicines contain more regularly found in magazines, newspapers, television, radio and Internet. The role of Pharmacy Enforcement Unit is to monitor and control advertising of medicines and pharmaceutical products in accordance with the provisions of the Medicines (Advertisement and Sale) Act 1956.
Intelligence and Operation
This unit's main responsibility is to investigate and validate complains received. Important information such as name of suspects, operating hours, premises location, and modus operandi are collected before forwarding it for raiding. One of the many responsibilities of this unit is to organize and carried out raiding. Raiding is done on premises that are non-compliant to the Malaysian Law. Such laws include Poison Act 1952 as well as the Sales of Drug Act 1952. The Poison Act 1952 encompasses offences such as the sales of schedule poison products without appropriate licenses issued by the Pharmacy Enforcement Branch. On the other hand, the Sales of Drug Act 1952 look into premises that possess unregistered products.
Investigation and Prosecution
Case investigation is a process of gathering evidence relating to the offense committed by the investigated person up to the stage of prosecution. It involves the collection of relevant information from other agencies such as the Companies Commission of Malaysia, Malaysia Chemistry Department, National Registration Department, the Medical Council of Malaysia, Telekom Malaysia, Police Department, Immigration Department and other relevant agencies. As a result of a thorough investigation, any individual or company found in violation of the law shall be charged under the offense committed. Pharmacists appointed as prosecutors will be responsible for bringing the case to court to prove his case.
Objective
Ensure the quality of drug procurement and usage through effective pharmacy practice in order to improve pharmacy services in Malaysia to be on par with other developed countries.
Core Activities:
- Plan, develop, coordinate and monitor pharmacy services provided by Labuan Federal Teritories’s government hospital dan health clinic towards continous improvement.
- Monitoring pharmceutical care services such as Pharmacy Ambulatory, inpatient Pharmacy, Clinical Pharmacy Services, Medication Caunselling, MTAC in Ministry of Health hospital and health clinic through regular data collection.
- Coordinate Internal Audit Practice of Pharmacy (ADAF) and monitoring pharmacy activities in government hospital and helath clinic.
- Improve medication safety via Pharmacokinetic Services, Adverse Drug Reaction(ADR) reporting and Medication Error reporting.
- Promote public education regarding quality us of medicines.
- Ensure supply of medications in accordance through proper and effective procurement practices and store management.
- Monitor the drug usage in Labuan Teritories government Hospital and Health Clinic.

Pharmacy Services Division, Federal Teritories of Labuan coordinates all pharmacy activities in Health Federal Teritories of Labuan. This is Division is responsible to ensure that public get access to safe, efficacious and quality pharmaceutical products and pharmaceutical care.

Mision
Ensure all Malaysian get access to quality, safe and efficacious pharmaceutical dan health products and information on rational use of medicines.
Objectives:
- Ensure Ministry of Health Malaysia’s patients receive Total Pharmaceutical Care.
- Ensure public education to promote rasional use of medicines.
- Ensure safe, efficacious and quality pharmaceutical and health products is affordable and available for public include rational use of drug information accesability.
- Ensure that the manufacture, importation, sale, supply, handling and use of pharmaceutical preparations, cosmetics and health products in accordance with Pharmacy Laws.
Objective
Ensuring that pharmacy services strategic plans and policies are implemented accordingly, effective distribution of human resource, relevant and continuous training are carried out, ensuring the practice of quality system at all levels of services, and ensuring administrative and financial matters are carried out accordingly to rules and guidelines.
Core Activities:
- Distribute all pharmcy related policy and information received from Phamacy Services Division, Ministry of Health to the parties involved.
- Coordinate and monitor the quality systems for pharmaceutical services.
- Indentify, plan and coordinate the training and cources on Continous Professional Development (CPD) of pharmacy staff across the state.
- Plan for the need of human resources for pharmacy services, includes the placement and distribution of pharmacy staff.
- Monitor and coordinate complaints related to pharmacy services.
- Monitor and coordinate the pharmacy related policy enforcement at Hospital dan Health Clinic in Labuan F.T.
